Maybe I missed it but Rep Gomberg seems to blame most of ODOT's financial problems on not collecting enough gas taxes. Focusing only on the revenue side.
Didn't ODOT just pay for three bridges that are only for pedestrians, bikes and Metro? Trying to find references to these bridges, I found that they are looking to spend more money on another one for Oregon City/West Linn.
